When AutoCAD loads a master file, its xrefs are loaded and the files are locked. This is AutoCAD's default behavior, but it causes an error when you try to open one of the currently loaded xrefs as the active file. To avoid this issue, set the AutoCAD user variable XLOADCTL to 2.
